I've cloned the bug to oslo.messaging because there is nothing specific to Neutron here. We have the same problem (Qpid not using auto-delete queries for DirectPublisher) in oslo.messaging master. So the issue should be fixed in oslo.messaging master first, then backported to oslo.messaging stable/icehouse, + backported to oslo-incubator stable/icehouse. Once the fix is there, we'll be able to proceed with this on Neutron side, cherry-picking the fix to neutron stable/icehouse + Neutron RHOSP5 + Neutron RHOS4.

We didn't ship python-oslo-messaging in RHEL OSP 4

Yes, though we cannot backport to oslo-incubator/icehouse without backport to oslo.messaging/icehouse.
