I guess this can be switched to ON_QA: I have just used hammer to refresh manifest and it worked as expected. Used Satellite-6.1.0-RHEL-6-20150217.0-x86_64.

This bug was fixed in Satellite 6.1.1 which was delivered on 12 August, 2015.
