The procedure for configuring fencing has changed and the documentation must be updated to reflect the new procedure.

This involves the following changes:

* Creating a new topic providing an overview of fencing
* Creating a new topic to outline the procedure
* Moving the old topic to an appendix and changing the introduction so that it mentions that this is a legacy, manual procedure.
