I am currently triaging old bugs for this component, and would like to close this as a duplicate, as we have exposed a parameter to set this as appropriate in bug #1151438.  As I understand it, 1400 makes sense only in certain cases, so we have instead left the value undefined, allowing the user to set the needed value based on their environment.  If you think this is still a problem, please let me know, otherwise I will close this BZ in the next few days.
