Cause: on DHCP agent failover, DHCP port was not retained. Consequence: this broke DNS service for instances served by the DHCP agent that was failed over. Fix: the port is now saved on dhcp-agent-network-remove invocation, and later restored when dhcp-agent-network-add is called. Result: instances are still served via DNS after DHCP agent failover.

When dhcp-agent-network-remove, dhcp-agent-network add is issued the DHCP port IP address changes.  This results in breaking DNS for any VM that has been deployed on given network.  There is community bug and fix for this already and we'd like to see back port to Icehouse if possible.

resolution of ERRATA.
