Description of problem:
Currently permissions are created on a triad of user\role\specific object. Customer would like to be able to export\import permissions from environment to environment, but since objects are defined differently, they can not be applied.

Creating smart permissions filter would allow flexibility in assigning permissions to object automatically to user with specific roles. This means for example:
- Allowing user to create VMs on any cluster starting with the word 'QE'.
- Allowing user to access via user portal to any vm under network 10.0.0.0/24.
- Allowing user to delete any VM under tag 'TESTING'.

These can allow user to config new instances rapidly using existing filters.

This will also allow to config new environments quicker.

Proposing this feature for 3.6.0 for consideration.
