Data Center QoS tab with a second set of tabs and then the Action button area

Created attachment 943994 [details] Data Center Clusters tab with no action buttons and area empty Description of problem: Top part of tab frame area is always displayed even when no relevant buttons exist (Data Center -> Clusters tab as an example) Version-Release number of selected component (if applicable): 3.5 vt4 How reproducible: 100% Steps to Reproduce: 1. Click on the Data Center tab 2. Click on the Cluster tab and note the top frame area Actual results: There is an empty area at the top of the tab frame which appears to be reserved for action buttons Expected results: When action buttons are not relevant for a particular area, having unused space isn’t helpful. In addition, I found a case where additional sub-tabs are displayed in this area with the action buttons beneath them (Data Center -> QoS) Additional info: See attached screenshots
