Doc Text:	Cause: N1kV plugin was sending VM network delete on last port delete. Consequence: This delete caused a race condition which could cause port deletions to erroneously report a failure. Fix: Remove this VM network delete on last port delete as we now handle this on the N1kV, preventing the race condition. Result: VM networks are still cleaned up and the race condition is no longer seen on port delete.

Remove the rest call to delete vm network on the controller and ensure that database remains consistent.
