Description of problem:

When using neutron agents in HA, we need some way to move virtual
host ids around during fail over, this would allow A/A operation,
and automatic setup of the host= ids in agents.

Actual results:

/usr/lib/ocf/resource.d/neutron/NeutronScale is not installed/included
at this moment.

Expected results:

/usr/lib/ocf/resource.d/neutron/NeutronScale is installed, and
ready for manual use, and puppet modules development/ofi integration

script is installed on all hosts ( controller and compute )
