Description of problem:
There is a regression in the brand package which causes the order of first/family names reversed, with label "[FAMILY Given]" shown.

Version-Release number of selected component (if applicable): 4.20-0


How reproducible:
100%

Steps to Reproduce:
1. Build a books with --lang ja-JP specified
2. Check the revision history


Actual results:
It list surname, first name and [FAMILY Given]

Expected results:
It should be the same as English documents -- first name and surname

Jeff helped me to find out that RedHat-db5-201405 brand package was used for this particular brew.

Jeff, can we please make this the default behaviour for Publican rather than override it on a brand-by-brand level? Anyone who wants the default DocBook functionality can get that in their brand.

I tested the fix with publican-4.2.3-0.el6.t1.noarch (by running "publican build" command) and confirmed that order of names is fixed in Japanese build.
