According to XSD (wildfly-picketlink-federation_1_1.xsd) there has to be exactly one identity-provider and one service-providers element for every federation. However, federation can be also added empty (without these elements). It should be considered in XSD - value of this minOccurs attribute should be "0" instead of "1".
