[Docs] [Technical] The section on capabilities must be removed and a pointer to the latest details added

At current, there are more than 60 sections on the list of capabilities described by the REST API. This content is almost a one-for-one copy of that presented in the REST API itself, and does not need to be explicitly documented. The relevant sections must therefore be removed, and a pointer added to the documentation that shows users how they can find the full, up-to-date list of capabilities.

Giant list of topics has been removed, and a pointer stating how to show the full list has been added. VERIFIED
