Description of problem:
Adding the property from https://bugzilla.redhat.com/show_bug.cgi?id=1151949 solves the problem with "Connection Refused", but the resubmitted message will always success even if you resubmit the same message that caused the error.
This resubmitted request is probably not sent successfully because it is not generating any additional situations

0. add property from https://bugzilla.redhat.com/show_bug.cgi?id=1151949
1. raise a situation
2. try to resubmit the same message that caused the error
3. the resubmit will success
4. no additional situation raised (the request wasn't probably sent to server)
