Good point, it is probably a leftover from the Firstboot utility Initial Setup replaces.

Proposed as a Freeze Exception for 21-beta by Fedora user m4rtink using the blocker tracking app because:

 Initial Setup now has a wiki article and should point to it in its specfile.

Discussed in 2014-10-20 Blocker Review meeting [1]. Rejected as a freeze exception. This isn't quite worth breaking freeze for. However, if there's another i-s build that goes through it would be fine to pull this in. It's just not worth the break on it's own.

This bug appears to have been reported against 'rawhide' during the Fedora 22 development cycle.
Changing version to '22'.
