This is a request for development of a extension to ansible to support dynamic inventories with hosts governed by beaker.  Ansible already enjoys support for dynamic inventories in other environments http://docs.ansible.com/intro_dynamic_inventory.html

For this to work for a given user it would likely also need to be able to get the target system into a state where it can be interacted with (see Bug 1152337)
