Security domain configuration page (6.0.3 vs 6.1.0)

Description of problem:
Security domain configuration page headline is missing.

Version-Release number of selected component (if applicable):
6.1.0 DR3

Steps to Reproduce:
1. Run the installer and go to 'Configure runtime environment' page.
2. Select 'Perform advanced configuration' and check 'Add a security-domain'.
3. Click next and see the headline.

Actual results:
'SecurityDomainPanel.headline'

Expected results:
The same gray panel with product name as on other pages.

Additional info:
This bug is present in both BPMS and BRMS installers.
