Description of problem:
Admin is not able to edit CPU shares when set to Custom while creating VM.

Version-Release number of selected component (if applicable):
av12.2

How reproducible:
100%

Steps to Reproduce:
1. Navigate to Virtual Machines -> New
2. Set VM to be pinned to host
3. Go to Resource allocation and try to set CPU Shares to custom value (35)

Actual results:
Field is uneditable.

this bug is propose to clone to 3.4.z, but missed the 3.4.4 builds.
moving to 3.4.5 - please clone once ready.

Doron, are you sure this is in 3.5 GA? The commit is 7 days ago to ovirt-3.5, we're not rebasing...so either it has a d/s backport somewhere or it is not 3.5
