Description of problem:
something is setting in neutron.conf:

report_interval = 4 
agent_down_time = 9

It seems that recently it started causing problems with the lbaas tests. It may be true this was causing random test flakiness in the past as well.

Additional info:
Urgent severity because it is not easy to track down the problem. There is no useful warning/error in the logs.

Changed to urgent. This bug means that you won't be able to use VMs or any networking resources.

Patch https://review.openstack.org/128415 removes xxx and sets :-).
