Description of problem:

The new ceilometer-agent-ipmi service should be encapsulated 
in a new sub-package.

This package will contain the ipmi agent to be run on OpenStack
nodes from which IPMI sensor data is to be collected directly,
by-passing Ironic's management of baremetal.
