Description of problem:
RDO openstack-sahara release has this bug from Juno sahara:

Version-Release number of selected component (if applicable):

openstack-sahara 2014.2, 0.3.rc2.el7.centos

How reproducible:

Install OpenStack Sahara, build cluster template, first item in cluster template will be dropped.

Steps to Reproduce:
1. Add controller template
2. Add worker template
3.

Actual results:

Only worker template will be added to cluster template

Expected results:

Worker and controller templates in cluster template
