Description of problem:
After the mesa gl manpages were split out into gl-manpages (in 2012)
a Requires was added to mesa-libGL-devel for gl-manpages.

gl-manages is actually fairly large (comparable in size to mesa-libGL-devel)
and many users/consumers of mesa-libGL-devel probably don't need
the lowlevel gl-manpages installed.
eg mesa-libGL-devel is pulled in by clutter-devel, cairo-devel, and qt-devel
and so in turn by packages further up the stack.
On my machine "yum remove gl-manpages" removes over 50 devel packages.

I feel it would be better to drop the Requires for gl-manpages
treating it as an "optional devel doc package".  Maybe later when
the new weak rpm dependency directives can be deployed it could
become "Suggests: gl-manages"?

I don't care either way, but I am a bit curious why would anybody try to optimize a _devel_ setup by not installing ~1Mb of man pages. I just can't see when and why this could be an issue.

This bug appears to have been reported against 'rawhide' during the Fedora 22 development cycle.
Changing version to '22'.
