The customer would like for the PicketLink IDP to be able to send SAML 2.0
unsolicitied responses to the SP. Currently the IDP only sends SAML 1.1
unsolicited responses to the SP.

The customer is the most interested in using POST binding with SAML 2.0
unsolicited responses.

Status as in EAP 6.4.0.DR11:
* IdP-initiated SAML 2.0 POST (unsolicitied responses to the SP) functionality is behaving correctly in EAP 6.4.0.DR11

* IdP-initiated SAML 2.0 REDIRECT (unsolicitied responses to the SP) is broken, hence verification failed, further information can be found in bug 1142804
