Description of problem:
So far for each new Zanata instance, admin need to manually set up languages.
This effort can be reduced by provide sane default language list, so admin don't need to spend time on creating the frequently used languages.

Steps to Reproduce:
0. Set up a new Zanata instance.
1. Login as admin
2. Go to "manage language"


Actual results:
No languages were there.

Expected results:
A sane default languages should be already set.

Additional info:
Fedora language list in Bug 1128967 is a good candidate.
