Short upstream git commits history:
1) DISA SRG URL and DISA DISA CCI URL have been updated upstream within this PR:

2) The RHEL/7/Makefile's xccdf-addrefs.xslt transformation (using DISA SRG URLs) have been commented out in:

3) The "nist800-53uri" XSLT constant (where not updated so far yet) have been updated in the following PR:

And finally

4) the request for OpenSCAP not to use the redirected "http://open-scap.org" URL, but rather the final "http://open-scap.org/page/Main_Page" has been filed as OpenSCAP issue here:

  Let's OpenSCAP team decide if they want to update it (this concrete case can't be fixed in SCAP Security Guide content).
