rubygem-staypuft:  The VIPs and the horizon use IP from the network used for provisioning and not from the network with the public_api,management,admin_api roles.

Steps to reproduce:
1. Install rhel-osp-installer 
2. Create HAneutron deployment with public_api,management,admin_api residing one the same subnet, but separately from the Provision/PXE subnet.
3. Upon successful deployment check the IP of the Horizon URL and check the VIPs under "Access all details".

Results:
The VIPs and the IP of the horizon are from the subnet used for provisioning the machines and not the subnet with public api, management, admin api roles.

Expected results:
The VIPs and the IP of the horizon should be from the right subnets.
