Please create EPEL7 branch for perl-Capture-Tiny. (alternatively, I also can post SCM change request and support it.) And, please update f20 branch to 0.25 release if possible. It's all needed for Devel::Timer update ( http://search.cpan.org/~szabgab/Devel-Timer-0.06/ ) which is requested in BZ#1154974.
perl-Capture-Tiny is in EL7. If you are using RHEL7, see the "NOTE to RHN users" at https://fedoraproject.org/wiki/EPEL#How_can_I_use_these_extra_packages.3F

0.25 doesn't really bring anything new. It just updates the distribution metadata and test suite. Anyhow, I've pushed the update.
Yes, there were no significant changes. Although it's not critical but always better to have the same version in both branches if possible - for uniformity ;-) Thanks for the update.
perl-Capture-Tiny-0.25-1.fc20 has been pushed to the Fedora 20 stable repository. If problems still persist, please make note of it in this bug report.
