Description of problem:
When you click the Clusters resource tab, the informations in General sub-tab are empty if you are using Chinese, French, German, Japanese, Spanish or Portuguese.(English and Korean is ok, all the informations in General tab are correct.)

1. Login the webadmin portal using Chinese, French, German, Japanese, Spanish or Portuguese
2. Select the "Clusters" resource tab

Actual results:
The informations(e.g. Name, Description, Data Center and so on) in General sub-tab are empty

Expected results:
There are correct informations in General sub-tab

I can reproduce in latest 'master'. 
I have actually noticed two problems on my setup, not sure if they are related: 

- when loading the 'Clusters' main tab (which, in my particular case, contained a grid with only one item in it), the (only) row in the grid appears to be selected, however the sub-tab panel is not displayed (and the 'location' of the application is not changed to "...#clusters-general" as expected). 

- after de-selecting and re-selecting the row in the grid, the sub-tab panel appears ('General' sub-tab displayed by default), however all values within the sub-tab are empty, as reported in comment #0. 

see attachment 951434 [details] to see how loading of the Clusters main tab in the Japanese locale looks like. 

see attachment 951433 [details] for comparison with the English locale, which behaves correctly (i.e. the initial automatic selection is accompanied with displaying the sub-tab panel, the 'General' sub-tab contains non-empty values). 

notes:
* as reported in comment #0, this happens in all non-English locales. 
* I was able to reproduce the problem only in the Clusters main tab; I couldn't reproduce it in e.g. the Templates main tab.
