Description of problem:
With RHEV-M configured with one display on the guest, if you change the Console setting in the User Portal to start with full-screen, Virt-viewer will open up >1 displays. 

I have two physical monitors and select the "Open in Full Screen" option in the User Portal Console. When I click the launch Console button, the VM opens up the two VM displays, both in full-screen, to each monitor. When I deselect the "Open in Full Screen" option in the User Portal, only one display shows up on primary monitor.

If I then use the Admin Portal to open up the "Single" display, it will always open the VM up in multiple displays, windowed or full-screen unless you restart the client browser.

because it doesn't perform auto-config in admin portal.

As described in #1158619, Linux QXL device is multi-head. This bug is a dup of bug 1075798 too.

Marc-Andre, from UP or PUP, checking full-screen brings up two maxed displays when 1 is configured in RHEV-M. Then after unchecking full-screen, I still get the two displays. I attached the screenshot of what this looks like. 

Problem is, *after* I shutdown the VM, and the "Open full-screen" is still unchecked, I will launch the VM again and I get the 1 display in the same resolution before all of this was an issue.

that is expected, once auto-conf is done, the config is unchanged when leaving full-screen.

If you open in window, no auto-conf is done, so it depends on the state/config of the vm.
