[RFE][neutron]: VLAN network type support for distributed virtual routers (DVR)

Description: The distributed virtual router feature of neutron as made available in Juno as part of bp: http://specs.openstack.org/openstack/neutron-specs/specs/juno/neutron-ovs-dvr.html In Juno the VXLAN/GRE network type underlays were enabled to be supported as DVR Interfaces. This blueprint will enable VLAN underlay support for DVR Interfaces. It will also enable DVR to route packets between a VLAN network and a VXLAN/GRE network bringing in parity with such capabilities that is already available in centralized router.
