can't list the runs details in the Runs tab of the plan.

Description of problem:
as summary.

Version-Release number of selected component (if applicable):
v3.8.12 on devel server.

How reproducible:
100%

Steps to Reproduce:
1.open a test plan with several test runs.
2.then click "Runs"tab in the test plan and inspect the runs list.

Actual results:
the page stays in loading and there is some error about js files.

Expected results:
Runs tab should work well.

this bug has been fixed by this patch https://code.engineering.redhat.com/gerrit/#/c/35798/

verify on devel server with 3.8.12: PASS
verify steps are the same as the description.
