Red Hat Satellite engineering is moving the tracking of its product development work on Satellite to Red Hat Jira (issues.redhat.com). That failing, please send an e-mail to the RH Jira admins at rh-issues@redhat.com to troubleshoot your issue as a user management inquiry. The email creates a ServiceNow ticket with Red Hat. Individual Bugzilla bugs that are migrated will be moved to status "CLOSED", resolution "MIGRATED", and set with "MigratedToJIRA" in "Keywords". The link to the successor Jira issue will be found under "Links", have a little "two-footprint" icon next to it, and direct you to the "Satellite project" in Red Hat Jira (issue links are of type "https://issues.redhat.com/browse/SAT-XXXX", where "X" is a digit). This same link will be available in a blue banner at the top of the page informing you that that bug has been migrated.
The dhcpd service is failing to start, please provide its logs (sosreport, and/or foreman-debug should include syslog), or check them yourself in case it's misconfigured. Perhaps you're configuring it for a subnet that isn't available on any of your host's interfaces, in which case dhcpd will fail to start.

Reopening until the issue is actually fixed. Currently linking this to the RHOS bug, this bug needs to be linked to the original rhel/dhcp bug if there is one.

Please ensure you have updated the host fully before attempting the installation (installation guide states this I believe). It appears you have a mismatch of packages, an SELinux policy from RHEL 6.5 but a dhcpd package from 6.6.

Bug #1082640 is the RHEL 6 SELinux policy BZ, and bug #1067142 is the RHEL 6 dhcpd behaviour change BZ.
