Steps to reproduce:
1. Install rhel-osp-installer on bare metal setup.
2. Create a deployment and add the discovered hosts to the deployment.
3. Configure fencing for some node - BMC tab should get added.
4. Access the BMC tab.


Results:
Get the following error:
"Failure: ERF42-1518 [Foreman::Exception]: Unable to find a proxy with BMC feature"

Expected result:
Should see a list of buttons/actions (poweroff, cycle, poweron) and able to use these buttons to do the respective action.

We're not trying to enable BMC control through foreman.  moving this to low prio and out of A2.
