Description of problem:
SCL 1.2 is release, which includes NGINX 1.6, so we should set the defaults for nginx to 1.6

NGINX_CONFDIR=/opt/rh/nginx16/root/etc/nginx/conf.d
NGINX_SERVICE=nginx16-nginx

This has been merged, and built in brew. This will appear in the next puddle build.

Verified this bug with rubygem-openshift-origin-routing-daemon-0.17.1.6-1.el6op.noarch, and PASS.

Now the following lines are existing in /etc/openshift/routing-daemon.conf
NGINX_CONFDIR=/opt/rh/nginx16/root/etc/nginx/conf.d
NGINX_SERVICE=nginx16-nginx


And nginx is working well after created scalable app.
