Description of problem:

Selected Canadian French keyboard layout from within Anaconda.

After reboot, virtual terminal mode (Ctl-alt-f2 to Ctl-alt-f6) did not switch layout to correspond to installation selection.

Had to manually run 

localectl set-keymap ca 

to have logon terminal as ca

Its only a problem if password for root or administrator had ca specific characters or user name contained accented characters.
