Description of problem:
FAS open ID is not reliable. For instance like fedora.zanata.org which only allow FAS open ID log in, this is really bad. People can't do anything. There is no outage list or anyway to foresee/prevent frustration. People will think Zanata is bad but it's in fact out of our control.

Only god can tell

Steps to Reproduce:
1. Go to fedora.zanata.org
2. Click Log In

Actual results:
Login Failed if FAS open id is down.

Expected results:
Provide alternative way to log in

Additional info:
Maybe we should bring back the ability to set password once people has authenticated successfully using FAS.

This is preventing us announcing the availability of fedora.zanata.org. It will be really bad once people start using it and FAS goes down.

at the very least, we should show an error saying "Fedora Open ID is currently unavailable".
