So i' m going to write the description here. 

I just have installed fedora 21.
I selected English as language and french as input source. 

When i write word in gnome search or in Firefox or in every application which use Hunspell, i have the message "/usr/share/myspell/fr_FR.dic not found. Please install Hunspell dictionary! ".

Why have I to install this component if I already select the input Sources language? 
Or maybe, fedora should not search in dictionary of input source and only search in selected language?

This isn't an error of hunspell itself from the description. I believe if you click the "gear" configuration button there you get a dialog that lets you install the required dictionaries.

Seeing as there is some sort of packagekit integration there I imagine the ideal solution is for ibus-typing-booster to detect the dicts are not installed and prompt for them automatically instead of leaving it to the user to install them via the configuration dialog ?

The hunspell dictionary is sort of “optional” for ibus-typing-booster.
It works just fine without it, it remembers input from the user
and makes predictions based on previous input.

If the hunspell dictionary is installed you will also gets spellchecking
suggestions if you slighty mispell a word, the correct one might be suggested.
But that is optional.

If you ignore the hint to install the hunspell dictionary, this message
will disappear after a while as soon as some data has been gathered from 
your input and real suggestion data becomes available.

Looking at your screenshot, I notice that the French
ibus-typing-booster is the *only* input source you have configured.

Did you do this on purpose or did you get this by default?

I would recommend to add a plain (French) keyboard as well as a second
input source. ibus-typing-booster can be quite useful for some sorts
of text, for example when you are chatting or typing e-mail. But in
other cases, for example when you write a program, it cannot give you
useful suggestions and will just get in the way.

We had discussion in Fedora i18n meeting [1] on this bug. Prompting user for installing dictionary is important since it improve user experience of ibus-typing-booster drastically. 

Same time prompt should not irritate the user. Its good to get rid of prompt after users first commit. 

Overall now user will only get notification to install dictionary once.

This message is a reminder that Fedora 21 is nearing its end of life.
Approximately 4 (four) weeks from now Fedora will stop maintaining
and issuing updates for Fedora 21. It is Fedora's policy to close all
bug reports from releases that are no longer maintained. At that time
this bug will be closed as EOL if it remains open with a Fedora  'version'
of '21'.

Package Maintainer: If you wish for this bug to remain open because you
plan to fix it in a currently maintained version, simply change the 'version' 
to a later Fedora version.

to see this bug fixed and are able to reproduce it against a later version 
of Fedora, you are encouraged  change the 'version' to a later Fedora 
version prior this bug is closed as described in the policy above.

Although we aim to fix as many bugs as possible during every release's 
lifetime, sometimes those efforts are overtaken by events. Often a 
more recent Fedora release includes newer upstream software that fixes 
bugs or makes them obsolete.

This improvement has been done already. If there is no hunspell dictionary in suggestion box user get notification for it.
