Description of problem:
In same cases it is reasonably correct to create more repositories with same URL as they distinguish by its filters. Say you want only package A from repository REPO to sync to channel A_CHANNEL, but you want to sync package B from same repository to channel B_CHANNEL.

Steps to Reproduce:
1. When you attempt to create two repos with same URL (but different filters set), you are denied with "There's already a defined repository with given url, please reuse it."


Actual results:
You can not create two repos with same URL but different filters


Expected results:
You should be able to do so as IMO it makes sense in some cases due to filters
