there is no need to login into setup console Just wait at the login: point and the setup TUI will come up For some reasomn it takes a lot of time. I will investigate it although it might be the time required. Please try to wait (several minutes and see if the setup starts.
The apperance of the install screen comes around 40 seconds after start of system boot (30 sec of boot wait is not accounted) - on a low power VM. It seems that on serial it takes 2-3 seconds more. the "login:" prompt during this time is confusing but should be simply ignored. Fabian : do we want to remove this prompt in case of serial boot in installation ?

Install rhev-hypervisor7-7.0-20141107.0 via serial console from PXE or usb media 2. login rhevh7 setup menu through serial console For step2, after waiting for ten minutes, check that still hang on login screen, couldn't enter setup menu via serial console.
Please test on different host and please test if it appears in RHEV6.6 on the same host.

Could reproduce it for trying to install it on different host and use a different serial cable 2. Could reproduce it in rhev-hypervisor6-6.6-20141107.0.iso, but works well in rhev-hypervisor6-6.5-20141017.0.iso.
This shoul dbe a blocker, because it will have a big impact on customers which are already using a serial console and will not be able to login again after an upgrade.
Doc text added for the Beta 5 release as per engineering request. Update the doc text or set the 'requires_release_notes' flag to - and the doc text will be excluded from GA release notes.
