Description of problem:
Not able to change configuration file type from binary to Text.

How reproducible:
Always

Steps to Reproduce:
1. Create a text file.
2. Change it to binary file
3. then try to change it to back "Text File"

Actual results:
Not able to change file type

Expected results:
it should change from binary to text

Additional info:

* Regression , working fine in satellite 5.4
* Its a issue with satellite 5.5/5.6
* As per description given in satellite GUI it should work
