This is a companion request to Bug 1131678

Requesting update from python-kombu 2.5 to python-kombu 3.0. In our testing we've been using python-kombu 3.0.21 but anything later in the 3.0 series should also be fine

We're seeing much better handling of AMQP messages when using 3.0, particularly in state change / recovery scenarios

verified using the latest tempest automation tests on rabbitmqa

# rpm -qa |grep python-kombu
python-kombu-3.0.23-1.el7ost.noarch
