Extend the gluster heal command to provide a new CLI to automatically resolve split-brain based on various policies.

Don't have enough bandwidth for introducing this feature in afr-v1. The patch should be fairly easy to rework in case some one wants it badly. The feature is fully present in newer  releases having afr-v2.
