Description of problem:

Using the spoke, I set the keyboard to CA. 
As installation progressed keyboard interface was correct

Then there was a crash.
Entered the shell.
The keyboard layout was US, and not CA.

Shell keyboard layout should match selected keyboard immediately on 
anaconda starting to perform the installation.

Note

localectl set-keymap ca 

resolved the problem

A user should not have to issue that command.

How reproducible:

Wait for anaconda to crash after setting default keyboard to other than US layout
