Description of problem:
On a clean install of FC2 Test 1, the   /sbin    directory is not set in the path variable for standard users (it IS for Root).  As such, utilities such as   ifconfig   do not work out of the box.  It is easy to workaround this problem by modifying the path in any number of ways, but    /sbin  should be part of the default path.

Steps to Reproduce:
1.Install FC2 Test 1
2.Log in
3.Run    ifconfig    from a terminal
    

Actual Results:  ifconfig can not be found

Expected Results:  ifconfig should run

Intentional.  It has always been this way, incidentally.
