Description:
Some Perl modules need to ship C libraries together with their Perl code.
Although there are mechanisms to compile and link (or glue) C code in your
Perl programs, there isn't a clear method to compile standard, self-
contained C libraries.

Just a suggestion before you push this -- according to META.*, the minimum required version of Module::Build is 0.42.  You can add that bit to your BR list.

This is a non-blocker.  No need to update the review.

I think the summary text could be more descriptive. While "ExtUtils::LibBuilder Perl module" is true, it does not say much. Upstream uses "A tool to build C libraries". However because this is a library and not a tool and because it can produce not only libraries, I would rephrase it as "Perl library to build C libraries and programs".
