Description of problem:

Using GNOME panel applets I found the following problem with GTK2 menus:

If you have a menu popping up in a way that would extend beyond the
(lower) screen border, a mostly empty popup appears containing only
the first lines and an arrow to scroll to the remaining lines, even
when the menu itself would fit effortlessly on the screen.

How reproducible:

Easy

Steps to Reproduce:
E.g.:
1. create a panel on the left border
2. move/create the GNOME volume control applet to the bottom of this panel
3. right click on the applet to bring up its menu
  
Actual results:

as described, see attached screenshot

Expected results:

menu is displayed in the normal fashion, as if the applet weren't at
the bottom of the panel
