Description of problem:
Should be better to disabled puppet server configuration when the network is not up.

How reproducible:
100%

Steps to Reproduce:
1. Using edit-node install ovirt-node-plugin-puppet into 
rhev-hypervisor7-7.0-20140807.0.iso and clean install this iso.
2. Login the hypervisor and don't configure the network
3. Enter puppet menu

Actual results:
Should be better to disabled puppet server configuration when the 
network is not up.

Expected results:
Disabled puppet server configuration when the network is not up.

Currently no intention to support puppet as there are other ways to
handle RHEV-H automation.
