Description of problem:
Opensatck installation via Packstack with Network Manager disabled failed with: 
ERROR : Error appeared during Puppet run: 10.35.99.5_prescript.pp
Error: NetworkManager is not running.

RHOS5-OpenStack/5.0-RHEL-7/2014-11-21.2

How reproducible:



Steps to Reproduce:
1.systemctl stop NetworkManager
2.systemctl disable NetworkManager
3.run Packstack 

Actual results:
Packstack failed
