Description of problem: The mingw{32,64}-qt packages do not include the qt translations. Reading through the spec file, it seems that the intention was to actually ship them, but probably due to some change in the qt configure script they are now not built anymore. To fix this, it is sufficient to add -make translations to qt_configure_args_generic in the mingw-qt spec file.
