Description of problem:
When engine-setup is run to install/upgrade the engine, the NFS rules are not created, even while an ISO domain is present on the RHEV-M. THis often breaks ISO domain access, especially after upgrading between versions.

How reproducible:
Always

Steps to Reproduce:
1. have the engine set up, with an ISO domain on the RHEV-M and iptables unconfigured
2. run engine-setup to upgrade to a new minor release
3. when prompted to configure firewall, press "yes" (default answer)

Actual results:
NFS iptables rules not created. ISO domain not reachable from hosts

Expected results:
NFS iptables rules created. ISO domain reachable

Additional info:
This is probably reproducible during installation as well.
