Description of problem:
VM's disk's edit popup doesn't show while the VM is in pause mode.

How reproducible:
100%

Steps to Reproduce:
1. start a VM in paused mode
2. try edit it's disk


Actual results:
Disk edit popup won't show

Expected results:
It supposed to show up

This is currently blocked by BZ 1142762. 
Since we need to decide which properties can be editable for any VM state and it makes no sense to do it before the refactoring since some of the properties such as disk interface will move to the VM <-> Disk level

Target release should be placed once a package build is known to fix a issue. Since this bug is not modified, the target version has been reset. Please use target milestone to plan a fix for a oVirt release.

I'd close-wontfix until we get a customer/community request for such feature.
